Pinellas County commissioners will consider a land-use change for a former Dunedin parks building, a $10.4 million Hurricane Helene repair contract and a nearly $5 million road resurfacing project that includes Palm Harbor at their Tuesday, Oct. 13, meeting.

The county agenda lists all three proposals for the 9:30 a.m. meeting at 333 Chestnut St. in Clearwater.

Dunedin seeks land-use change for former parks building

Commissioners will hold a public hearing on a request from the city of Dunedin to change the Countywide Plan Map designation for 1.17 acres at 1241 San Christopher Drive from Public/Semi-Public to Retail & Services.

The property, known as the Jones Building, formerly housed Dunedin's Parks Division offices, maintenance operations and storage facilities. The city declared the approximately 15,750-square-foot building surplus in 2022.

Dunedin plans to sell the property to Bozarth, a local window and door contractor, for office and storage use, according to Dunedin Local Planning Agency records from July 8.

The agency unanimously recommended approval of the land-use amendment and a separate local rezoning from Municipal Public Lands to Form-Based Medium. The recommendation included a condition requiring the buyer to complete wall and driveway repairs within six months of closing.

"This makes sense for the City. The property is deemed surplus, and the City can use the revenue," Dunedin Economic Development and Community Redevelopment Agency Director Bob Ironsmith said at the July meeting. "It is a property the City no longer uses, and this keeps Bozarth in town."

Forward Pinellas and the Planners Advisory Committee also unanimously recommended approval of the countywide map amendment, according to the county agenda.

The commission's Oct. 13 action concerns the countywide land-use designation, not final approval of the property's sale.

County considers $10.4 million in Helene repairs

Commissioners will also consider awarding a $10,412,453.75 contract to Central Florida Contractors Inc. to repair infrastructure at six barrier-island locations damaged during Hurricane Helene in 2024.

The work includes repairing storm-damaged pavement, parking areas, sidewalks, sand walls and other amenities. Some sites sustained additional damage when heavy equipment used parking areas for storm debris and sand removal.

Madeira Beach County Park is among the affected locations.

Six companies submitted bids, with Central Florida Contractors selected as the lowest responsive and responsible bidder.

The contract calls for work to be completed within 540 consecutive calendar days after the county issues a notice to proceed.

Funding is included in the county's fiscal 2026 operating budget, with future-year funding subject to annual budget approval. The county expects some costs to be offset by reimbursements from the Federal Emergency Management Agency, the state and potentially other sources.

Palm Harbor road resurfacing also on agenda

Another proposal would award approximately $4.97 million to Preferred Materials Inc. for the county's fiscal 2027 Pavement Preservation Package 4.

The project includes resurfacing Alderman Road between Alternate U.S. 19 and Regal Oaks Boulevard in Palm Harbor, along with improvements to other roads included in the package.

The contract is part of the county's ongoing pavement preservation program, which maintains existing roads and addresses deteriorating pavement.

How residents can participate

The County Commission meeting begins at 9:30 a.m. Tuesday, Oct. 13, in the Palm Room at 333 Chestnut St. in Clearwater.

Residents can attend in person or participate virtually. Those wishing to speak remotely must preregister by 5 p.m. Monday, Oct. 12. Preregistration is encouraged but not required for in-person attendance.

Written comments may also be submitted before the meeting through the county's public comment system.

The Dunedin land-use amendment is scheduled for a public hearing, allowing residents to speak in support of or opposition to the proposal.
